They are not the only culprit for rising underage e-cigarette use in high schools, and not every method of vaping includes nicotine. She said she's heard similar things from friends in public school districts as well. “(My friends) have seen kids just passing them right in front of their teachers,” she said. “And their teachers won’t even notice; either they don’t see it or regard it.” CVA students have told Keeler that “probably 80 to 90 percent' of kids are vaping. “It’s kind of unbelievable to think about,” he said, “but I don’t think it’s far off.” Effects of nicotine Despite its product's popularity with teens, JUUL Labs maintains its e-cigarettes were never meant for minors.

Jonathan Rieben, store manager at Smokers Choice in Utica, is all too familiar with kids younger than 18 trying to buy e-cigarette equipment — or asking their parents to buy it for them. “I’ve had tons of parents come in with their kid who (is) between 16 and 18 at least once a day,” he said. But, Rieben said, he won’t sell e-cigarettes to the parents either if he knows they're intended for a minor.

He believes some parents are willing to make the purchase because they see e-cigarettes as healthier than traditional tobacco. And some users modify the pods to use their own liquid, which could have even higher concentrations. “They’re bumping up the nicotine levels in this stuff, and partly that’s because of Juuls,” Rieben said. “Juuls have a higher nicotine content than any other cigarette.” Because vaping is seen as less dangerous than smoking, many teens seem to downplay the potential for addiction. This can be seen in comments on vaping internet forums and in comments on a YouTube video about teen vaping in California schools. Some accused the video of trying to scare viewers like hard anti-drug campaigns. Others sarcastically wondered if the video was fake.

One user even suggested the video’s creator should 'start making commercials about actual problems.'
